Phillip Alexander Payne Jr. entered eternal rest Friday, April23, 2021 at Vassar Brothers Hospital in Poughkeepsie, NY. He was 64 years old. Phillip was born October 31, 1956. He was

the son of the late Phillip Payne Sr. and Maria Esther Payne. Phillip received his education in the Poughkeepsie City School District. He later attended Oswego University. Phillip dedicated

twenty years to the Wassaic Developmental Center in Wassaic, NY from which he retired in 2000.  Phillip was a die-hard basketball fan. He was a genuine sports fan for all New York teams. He was a family man who loved spending time at home.

Phillip leaves to cherish his memory the love of his life, his wife of twenty-two years, Patricia Payne, Three children: Aaron Payne, Lekyta Catts and Robert Moultry, who he raised as his own, two sisters, Adrianne Elting, and Chinita Bellemy and her husband, Benjamin, nieces, nephews, cousins, and many, many friends. Phillip is pre-deceased by his parents and his sister Melanie Payne.
